The task of Intelligence is to gather information.   Intelligence keeps vast databases on all the information it has gathered on sentient species: their cultures, their governments, their military, their religions, and their histories.

Intelligence also keeps records on certain people: known and suspected agents of other intel agencies like the Tal'Shiar or the Obsidian Order, terrorists, insurgents and government leaders.

Intelligence is gathered by accessing databases, by asking around, and by first-hand contact with the people.

Training teaches not only basic self-defense, but also all about the culture or group the agent is going to infiltrate.  Once the field agent is properly trained, he will be assigned a handler  by Mission Control and sent undercover to collect information.
