Meeting the needs of civilians stationed on Starbase Python necessitates a structure similar to a civilian government to administer the various areas of civilian activity.

A civilian Director oversees the Deputy Directors who administer the various branches of the department.

Most of the Civilian activity occurs in the lower sections of Starbase.  Most civilian shipping and receiving, cargo and transport occur in the Lower sphere.  A lower Promenade provides a variety of Civilian services, such as shopping, legal services, postal services, health, recreation, and eating or drinking establishments.

VIP's may use Spacedock for transport and civilians may shop and patronize businesses in the Upper promenade.

The Civilian Sector is policed by a Civilian Police Force.  Both Starfleet and Civilian jails and courtrooms are located on decks 370 - 371 and the auxillary security offices are used by both on decks 1698 - 1699.

In the case of major crimes such as gun-running, narcotics, terrorism, Starfleet Security will take over the investigation with the civilian force assisting.  This parallels the FBI taking over jurisdiction in local policing when similar crimes occur in the USA.
