Ambassadors are civilian representatives of their own governments. Each one holds one seat, and one vote, on the Python Sector Interplanetary Council. Each Ambassador votes on issues that affect all member planets in the Sector. It is not unusual to have Romulan, Cardassian, and Klingon Ambassadors who are from the Capitol Planets of their empires sit in council to represent colonies, installations, bases and businesses stationed within sector boundaries. Ambassadors range from members of the UFP to races openly hostile to the Federation. Here at Starbase Python, they gather under the protection of the Python Fleet banner to conduct business. Because many of the races are hostile to each other, much political posturing takes place, plots are laid, and sometimes clandestine confrontations occur. Ambassadors are assigned suites in which to house their staff and their private offices, with secured com links to their respective homeworlds. THE PYTHON FLEET INTERPLANETARY COUNCIL Ambassadors meet regularly in a designated Conference Room, but not on a definite schedule. When a trade agreement or a military alliance is ready to be ratified, the ambassadors will be called to Council to hear the terms, to make suggestions, and to vote on the advisability of the agreement. The Council is presided over by Starbase CO or the XO. If there is a dispute between two or more Ambassadors, the Council will hold a hearing, listen to each Ambassador's testimony and render a judgement. Votes are advisory only, and agreements must be ratified by the participating governments. The Council's purpose is to allow opposing forces to talk to each other and to be heard in a neutral atmosphere. Council meetings can be loud and argumentative. However, the presiding officer maintains absolute control, and may dismiss the meeting if the parties do not cooperate in their negotiations. |
