Member of the Detepa Council, rival of Gul Dukat, and father of Rugal. During the Occupation of Bajor, he believed his entire family was killed by Bajoran terrorists fighting to free their world from the Cardassian Union. In 2370, after the exposure of the Cardassians involvement in the Bajoran Alliance for Global Unity, Pa'Dar was put in charge of the investigation to investigate and prosecute the high ranking officers involved. Dukat was one of those suspected. Later that year, it was learned that his son, Rugal, had survived and was being raised by a Bajorian family, as he was thought to be an orphan. Dukat planned to use this evidence in an attempt to politically disgrace Pa'Dar. Dukat's plan was foiled when Elim Garak and Julian Bashir found out that Rugal was deliberately left behind by Dukat. Rugal was a Cardassian who was abandoned by his people after they left Bajor. He was eventually adopted by a Bajoran man, Proka Migdal. In 2370, Rugal accompanied his family to Deep Space Nine. When Elim Garak introduced himself, Rugal attacked him. This led to Rugal becoming the subject of an intense confrontation between the Cardassians and the Bajorans. The Cardassians claimed that the Bajorans were teaching the Cardassian orphans on Bajor to hate their fellow Cardassians.
